Complaints of Wrongdoing

Processing of complaints concerning an academic or an administrative service

Under the responsibility of the Director of Academic Affairs, this procedure is intended for students to handle complaints about the academic (teaching, research framework) and administrative services offered to students at ÉTS.

Regulatory Framework

All of the regulations and guidelines applicable to academics and campus life are available in the Regulatory Framework section. Please note that all decisions rendered by disciplinary committees (departmental and institutional), the Institutional Committee (breach of the Code of Ethics) and review committees (undergraduate, graduate and post-graduate) are final and without appeal. Complaints concerning decisions rendered by these bodies are not eligible for the processing of academic complaints described here. Requests for grade revisions must also follow the process specific to each department.

Steps in the processing of complaints

Step 1

If you are of the opinion that the academic regulations have not been properly applied in your case, or if you have not received a service to which you believe you are entitled: First, discuss the matter with the instructor or the staff member who rendered the service with which you are not satisfied.

Step 2

If the response is not satisfactory, fill out the complaint form and send it by e-mail to plainte-etudiante@etsmtl.ca. The form will be forwarded to the manager of the appropriate service in order to assess the situation and attempt to resolve the problem, as applicable. If you wish, a copy of your complaint will be sent to the ÉTS student association. You may be invited to a meeting if additional information is required. Our objective is to provide you with a response within fifteen (15) days following the submission of your complaint.

Step 3

If the problem is not resolved to your satisfaction and you are of the opinion that the proposed solution does not comply with the regulations, procedures or policies in effect at ÉTS, you can appeal the decision by filling out the appeal form and sending it to the ÉTS administration by e-mail, at appel-plainte-etudiante@etsmtl.ca.

Confidentiality

Confidentiality will be strictly respected throughout the processing of your complaint.

Complaint related to a wrongful act

For complaints related to wrongful acts (breaking the law, mismanagement, etc.), please read this section carefully.

The disclosure of wrongful acts is a fundamental element in terms of ensuring the integrity of public administration. Toward this end, the law provides that public organizations, including universities, must establish a process for the disclosure of wrongful acts.

The disclosure must be made in the public interest, and not motivated exclusively by personal reasons. We will carry out appropriate verifications to fill in any missing information, as required.

A wrongful act is an act that constitutes one of the following, as the case may be:

  • A contravention of a Québec law, a federal law applicable in Québec or a regulation adopted pursuant to such a law;
  • A serious breach of standards of ethics and professional conduct;
  • A misuse of ÉTS funds or property, including funds or property that ÉTS manages or holds for others;
  • A serious case of mismanagement within ÉTS, including an abuse of authority;
  • The fact of seriously undermining or risking serious damage to the health or safety of a person or the environment, whether by act or by omission;
  • The fact of ordering or counselling a person to commit a wrongful act.

If you have information that may prove that a wrongful act has been committed or is about to be committed in connection with ÉTS, you can make a disclosure.

  • If you are a member of ÉTS staff, your disclosure can be made to the Québec Ombudsman or the ÉTS Secretary General.
  • If you are a student or a member of the public, your disclosure must be made to the Québec Ombudsman.

Before proceeding with a disclosure, please review the Procédure visant à faciliter la divulgation des actes répréhensibles(procedure to facilitate the disclosure of wrongful acts – in French, pdf).
